It is exactly what you describe above. It's a heuristic crude check to 
see if the PDF contains multiple pages or not. (If I remember 
correctly.)

Speaking of PDF, the latest test release allows users to generate PDF 
files via the “File > Export...” menu item or the Export rule 
action. Based on feedback, this appears to be frequently needed for 
documentation purposes for some users. This feature makes it both easier 
and more flexible than using the printing interface to do Save as PDF. 
Be warned, I haven't done much testing but the results should be 
similar/identical to what is generated using the printing interface 
(it's mostly the same code that is involved).
