Ah sorry, I posted the link too quickly.
This Microsoft KB post is about the whitespace removal feature not working as intended (*as intended by Microsoft*).
Normally, when whitespace is removed (any number of blank lines), a banner appears saying that whitespace has been removed. Apparently this post is about where this indication does not appear even when whitespace has been removed.

So, default behavior for Outlook is to remove blank lines as much as possible, provide an unobtrusive banner indicating that this has occured to the user, and then continue to mangle the layout of emails when responding or forwarding.
The KB does help explain how to disable that feature though.
