Well, it definitely isn't hitting Sequoia. And you're the first to bring 
it up here that I've seen (and I read compulsively...)

It is possible that the cmd-R delay is caused by a very large set of 
possible recipients being loaded from, possibly the system Contacts 
database and either your aggregate "Sent" mailbox or whichever one 
you've specified in the Composer panel of the Setting pane. Years ago I 
was annoyed by having so many historical addresses being offered by 
auto-complete that I switched to using a Smart Mailbox that only holds 
the last year's sent mail, and so more recent recipients.

Another possibility is that you have such a large collection of messages 
online (i.e. in MailMate and on IMAP servers) combined with limited RAM, 
that MM has to wait for the OS to swap in and out a bloated database and 
code for sending messages. If you have millions of messages in MM, that 
takes a LOT of space. Just the indexing database can be huge. MM seems 
to keep as much of that database in memory as it can, so swapping can 
get bad.
