The first step is to verify that your rule conditions match the 
messages. I'd suggest removing the "Move" action and replacing it with 
"Set Tag/Keyword" to set "Flagged", which makes the message have a 
noticeable color.

If you apply rules to selected messages and the messages do not get 
flagged, then something in your conditions isn't right.
