Can confirm - I've been doing this for a few months with various apps and making use of my StreamDeck and Keyboard Maestro.

I've got various buttons defined on the StreamDeck to trigger KM and select the various sub-options under the Writing Tools menu.

It appears just about anywhere there is text when you right click in many macOS apps, and it's usually under the Edit menu as well (making it easy for KM to find it).

It's a useful way to re-state something that perhaps you've already told someone, but, they didn't read for comprehension...just re-send your previous mail with a bit of Apple Intelligence tweaking, and hope they get it.
