[MlMt] Set Outlook Outbound Important Flag?

Thanks for the tip Jonah, Alan!

After implementing the setting, I can add the X-Priority via the KB command in compose mode at any time! Here it is enabled to this message. Assuming the MM Server won’t block it.

Works on my group of 10 servers sent to each other.

Will use it sparingly, not set to default as I’ve seen many do elsewhere, for no good reason.
