Drag'n'drop works between lists of rules (you need 2 mailbox editors open for this). You can drag a rule from one window to another. Hold down the option-key to copy instead of moving.

But I think copy/paste is easier to do. Again, copy (⌘C) in the list of rules and then paste to insert.
