Right. They have disabled IMAP access intentionally. This IT organization no longer wants to support IMAP. They prefer to rely on the security that Google provides directly; some feel this is a more secure way to go.
IMAP can be enabled and disabled in the dashboard that is used to control Google apps.
If this isn't your own domain there isn't much you can do.
