[MlMt] 'emate' stopped working in macOS version 12.3

`emate` stopped working on macOS version 12.3 (21E230)

I changed the first line to this:

#!/usr/bin/env python3

and now it works again, but that will fail when MailMate is updated unless
MailMate makes the change too.
