[MlMt] App execs disabled rules

Did a little more digging and this definitely appears to be a defect...
Basically, there 2 situations where despite selection criteria being
disabled, the app still applies the actions to either **all selected
messages** or just **all messages**. Clearly, this is unexpected
behavior.
#### Scenario #1
* The top “of the following are true” line is disabled.
* Does not matter if any messages meet any of the selection criteria.
* Does not matter if the selection criteria are enabled or disabled.
#### Scenario #2
* The top “of the following are true” line is enabled.
* Does not matter if any messages meet any of the selection criteria.
* All selection criteria are disabled.
Therefore, it appears that at least one selection criteria must be
enabled for rules to work properly. Otherwise, the actions are applied
in an undesired manner.
I am definitely willing to open a ticket about this but I first wanted
to see if anyone else has experienced this issue or maybe even had
configurations like those outlined above but had the rules work
properly.
