That's how Mac audio is supposed to work.  The output of all application 
programs goes to the Output device, not the Sound Effects device.

Rogue Amoeba "Sound Source" ($40) allows you to specify which audio 
devices receive audio from which application programs.  It also can 
apply different EQ to each:
