No, it only has an effect if you have SpamSieve locally or you have 
something server-side which either watches the Junk mailbox or the junk 
flag email state.

Yes, but `moveToJunk:` automatically performs `markAsJunk:`. It is also 
automatic when moving something out of the junk folder.

In general, you should very rarely need to explicitly mark something as 
Junk or Not Junk. You should just use the Junk folder.
