[MlMt] Does MailMate require GPGTools?

That option was checked. I wasn't sure what it meant and I must have 
left it enabled on the principle that mysterious functionality should be 
left in its default state. I'm still not sure I understand—I've never 
received a message I couldn't read, although I've never installed 
GPGTools. What OpenPGP message is not being created without the tools? 
What does it mean that I can't "create a message" when all I'm doing is 
reading?
