I'm aware of what needs to happen.  I used ThunderBird to do the job.  
It was thousands of messages.  It started the copy straightaway with 
progress feedback and took near 8 hours to complete.

Let's say that ThunderBird copied about 20 test messages very quickly 
and I verified this via webmail.  It's the same 20 messages that I 
dragged and dropped to another IMAP folder and though it moved locally, 
I didn't see anything happening server side.  I'll try again using your 
workflow.
