FWIW, this behavior is identical to a bug I reported some years ago: 1491. In my case there seems to be some connection to having multiple clients attached to the same IMAP account, automatically moving messages around between source mailboxes and marking them as read or adding other keywords. I've become acclimated to noticing a mailbox with a flickering spinner as a sign that I need to offline and online the mailbox, which clears the loop.
