I did that in the current versions of Safari, iCab, Chrome, Firefox, and 
used "open" in a shell session to open the URL and all yielded a message 
with slashes, not question marks.

Seems like this is something specific to your system. My testing was on 
a 2018 Intel MBP with Sonoma. MM 6222
