"Edit as New Message" is not a reply, it is (in this case) an attempt by
MailMate to adopt a message saved as a draft by another program, which
is unreliable at best.

The solution is to not expect any mail client to understand how other
mail clients construct incomplete drafts. Mail.app in particular may
create unusual MIME structures when replying to HTML mail which other
clients may not be able to transform into their own idea of what a reply
does to the original content.

As noted: despite it being the release version, 1.14 is a bit stale. I'm
not hopeful for it fixing this particular problem, but for modern macOS
(since Big Sur) you will get better general behavior out of the current
test version, r6241.
