[MlMt] Comments in MM .plist files?

I thought .plist files used standard XML/HTML comment syntax, e.g.,:

     <!--
	    comment lines
      -->

But putting such in a .plist file in ~/Library/Application 
Support/MailMate/Resources/KeyBindings/ causes MM to not accept any of 
the keybindings in the file.
