I do believe the following is what is needed (as you already tried):

	personal-digest-preferences SHA512 SHA384 SHA256 SHA224

Are you sure nothing is overriding the setting in your GPG setup?

You can check out how MailMate is calling `gpg` and then replicate in a Terminal window. This way you can reproduce the issue without MailMate.
