FWIW, if I open this file using

```
open ~/Library/Application Support/MailMate/Mailboxes.plist
```
Then because I have Xcode installed, it opens in the property list 
editor and I can easily search for `rules` and find them.

It's not *quite* a GUI, but it's a step in the right direction
