[MlMt] Limiting Mailbox Scope to Current Account

Please, I'm not saying kill the feature entirely. I imagine people use it
or the tool wouldn't work that way by default. I just would like to be able
to turn it off as it doesn't mesh well with my own workflow.

Explain more what issues you see with it, and maybe there is where the
issue is.
