It's part of the experimental 2.0 features. Hold down ⌥ when clicking 
“Check Now” in the Software Update preferences pane and then enable 
2.0 features in the General preferences pane (if you haven't already 
done so). After a restart you'll have a Commands menu with a TextMate 
menu (and a bunch of other applications).

If you want to open TextMate automatically then you can try this hidden 
preference:

	defaults write com.freron.MailMate MmBundleCommandLaunchedOnTab -string 
"0CE35D01-7B5D-4112-B379-E7BFC10AC55A"
