I'll let others provide use cases (if they want to) and just provide a 
description of the general purpose of tags (from my point of view) — 
in relation to other features.

You now have 3 ways to organize messages. Smart mailboxes, regular 
(IMAP) mailboxes, and tags. Smart mailboxes can (should) be used 
whenever the messages you want to organize can easily be identified 
based on existing headers or content. In other words, if it's possible 
to create a search for the messages then a smart mailbox is the way to 
go.

IMAP mailboxes and tags can be used when you need to group messages 
which cannot be automatically identified. In order to group such 
messages you need to either move the messages to a particular IMAP 
mailbox or tag them with a unique tag name (which can then be used to 
create a smart mailbox if needed). The main difference between these 
solutions are that you can (should) only move a message to a single IMAP 
mailbox. Tags do not have this limitation.
