[MlMt] Default format=flowed change in 5800?

I agree, and it appears messages signed with S/MIME never use format=flowed (with MailMate), even when MmFormatFlowedEnabled is set. I don’t think that is a limitation of the S/MIME standards because old messages I sent using Mulberry did use format=flowed together with S/MIME.
